    CSS Cyberdefense Reports
    The Internet has grown massively since it became commercialized and globalized in the 1990s. Yet, despite its success, the idea that the Internet may lose its global nature has high salience. It comes in two variants. In the first one, the Internet develops towards a “splinternet” consisting of several national internets due to intentional access and connectivity restrictions imposed by governments. A second claim, which emerged with the start of the US-China “trade war” in 2018, is that we are moving towards a bifurcation between a Western and a Chinese Internet. This CSS Cyberdefense Report offers an overview of the discourse on Internet fragmentation and bifurcation.

    In this contribution to the Bulletin 2020, Andrin Hauri, Kevin Kohler, Benjamin Scharte and Andreas Wenger focus on pandemic preparedness in Switzerland. They describe Switzerland's pandemic preparedness planning as a step-by-step learning process alongside international coordination efforts. A snapshot describes the status of preparations before the outbreak of the coronavirus pandemic. At that time, according to the authors, there were still many gaps and interdependencies. Many weaknesses were known to the experts but had been pursued only hesitantly due to a lack of pressure to act and an absence of political attention.

    CSS Risk and Resilience Reports
    This Risk and Resilience Report provides an overview of recent individual preparedness research. The most common indicator is the availability of an emergency supply kit that mitigates short-term supply gaps. Other preparedness indicators include the prevalence of cash, insurance, vaccines, safety installations in buildings and access to vehicles. Preparedness also includes cognitive factors like risk knowledge, pre-defined strategies to coordinate communication and meetings, hazard-specific behaviors and skills, such as first aid and fire fighting training. The report also explores the data availability of these preparedness indicators for Switzerland and highlights existing gaps in the preparedness literature with regards to empirical evidence for the composition and effectiveness of emergency supply kits, as well as the specific challenges of suburban contexts. Recommendations for future analyses include: individual preparedness actions related to the COVID-19 pandemic; an evaluation of smartphones’ potential for digitizing disaster preparedness tools; impacts of the sharing economy on access to cars, housing and tools during disasters; and an ethnography of people that make individual disaster preparedness part of their identity and lifestyle.

    While there are many different forms of public warning systems, the ones that use means of electronic communications services offer several advantages, such as increased reachability, as a large part of the population always has a mobile with them. This report identifies challenges for such multi-hazard warning apps and, based on this, makes several recommendations on how to overcome them.

    This CSS Cyberdefense Report by Kevin Kohler aims to provide the reader with a deeper understanding of the evolutionary path that Estonia’s national cybersecurity and cyberdefense policy has taken since 1991. To do so, the report outlines the trigger events, the major policy documents, and the current organizational structure. It should be noted that this report is non-exhaustive and therefore, there are numerous sectoral developments, specialized regulations, and smaller governmental organizations that this study does not specifically touch upon.

    In the most comprehensive article of the Bulletin 2020, Andreas Wenger, Andrin Hauri, Kevin Kohler, Benjamin Scharte and Jan Thiel discuss the Swiss crisis management. They see the coronavirus pandemic as a professional and political learning opportunity. The article focuses on the content dimension – early detection, risk assessment and strategy adaptation as well as crisis communication and digitalization – and on the practical dimension – the crisis organizations of the Confederation and the cantons, the involvement of the scientific community and resource management – of efforts to cope with the first phase of the coronavirus pandemic. The authors conclude that Switzerland must overcome fundamental challenges and retain key lessons learned in order to have differentiated coping options in the future.
