    This report is the third reiteration in an ongoing series dedicated to identifying and examining evolving trends relevant for civil protection. It offers an overview of relevant trends that are expected to have a substantial impact on Switzerland and its civil protection system over the next five to ten years. The report is part of the Federal Office of Civil Protection’s (FOCP) initiative to strengthen horizon scanning capabilities in the field of civil protection, which is a dynamic field that requires continuous adjustment. It underscores the importance of early detection and assessment of emerging challenges and opportunities, particularly for policymakers and other stakeholders. The primary objective of this report is to provide a solid basis for adapting and enhancing civil protection strategies on the three levels of government (federal, cantonal, communal). It aims to be a valuable tool to identify key areas for investment, improvement, and strategic prioritization.

    Climate-exacerbated hazards have left an indelible mark on Europe in recent years. Switzerland has had a national climate change adaptation strategy in place since 2012. However, it is clear from the increasing frequency, intensity, and scale of climate-exacerbated hazards in Europe that more adaptation and better cooperation across cantonal and international borders are needed. This CSS Risk and Resilience Report has the aim to complement a 2021 analysis by the Swiss Federal Office for Civil Protection, which outlined action points and predicted incident management needs until 2040 in response to climate change. The desk-based research of secondary resources in combination with semi-structured interviews revealed that recent climate-exacerbated hazards have led to tangible changes within the civil protection systems of the studied countries. Two particular lessons applying to all analyzed countries are therefore presented in this study, followed by eight particular pathways that can assist Swiss Civil Protection.

    Dieser Bericht ist die dritte Ausgabe einer fortlaufenden Publikationsserie, die sich mit der Identifizierung und Analyse von Trends befasst, die für den Bevölkerungsschutz relevant sind. Er bietet einen Überblick über relevante Trends, von denen zu erwarten ist, dass sie in den nächsten fünf bis zehn Jahren einen wesentlichen Einfluss auf das Schweizer Bevölkerungsschutzsystem haben werden. Der Bericht ist Teil der Bestrebungen des Bundesamtes für Bevölkerungsschutz (BABS) zur Stärkung ihrer Antizipationsfähigkeiten im Bereich des Bevölkerungsschutzes, welcher dynamischen Entwicklungen unterliegt, was ständige Anpassungen erfordert. Er unterstreicht die Bedeutung der frühzeitigen Erkennung und Bewertung von neuen Herausforderungen und Chancen, insbesondere für politische Entscheidungsträgerinnen und -träger sowie andere Stakeholder. Das Hauptziel dieses Berichts besteht darin, zu einer soliden Grundlage für die Anpassung und Optimierung der Bevölkerungsschutzstrategie auf den drei Regierungsebenen (Bund, Kantone, Gemeinden) beizutragen. Er soll ein unterstützendes Instrument sein, um Schlüsselbereiche für Investitionen, Optimierungspotenzial und strategische Prioritäten zu identifizieren.
