    CSS Cyberdefense Reports
    This CSS Cyberdefense Report by Alice Crelier seeks to contribute to the limited body of literature on Romania’s cybersecurity and cyberdefense policies and to facilitate a deeper understanding of their current state as well as their evolution since 2000. To this end, the study analyses Romania’s main organizational and governmental structures, authoritative policy documents as well as the main events that shaped Romania’s cybersecurity and cyberdefense policy-making. In addition, the report explores the priority concerns that have influenced Romania’s cybersecurity and cyberdefense policy-making and the partnerships that Romania has pursued domestically and internationally to address these challenges.

    High-profile events, such as the G20 Summits and the Olympic Games, are increasingly influenced by globalization, geopolitical developments and digitalization. Alice Crelier writes that these elements open the door for the proliferation of nefarious cyber activities. Due to their costs, political implications, reach through media and reputational significance, such events cannot neglect cybersecurity. In response, Crelier here defines an approach to big events and addresses key issues regarding cybersecurity organizational processes and incidents.     This analysis argues that the Internet of Things (IoT) is regularly referenced in technical, economic and legal discussions, yet the concept has no fixed definition. Moreover, research within this field has shown that the number of unsecured or obsolete connected devices has increased to such an extent that it now poses safety and security concerns in all societal sectors. In response, and to highlight how the IoT challenges society, this report looks at 1) the economics of the IoT and the overreaching trend of the market’s trade-off between costs and security; 2) IoT-related incidents; 3) the IoT regulation landscape and 4) IoT-related challenges in the defense sector.

    The increasing threat of terrorist groups eventually acquiring the capacity to launch terrorist attacks through the Internet and thereby causing damage to critical infrastructure, calls upon authorities to enhance preparedness against such an attack. In this regard, the 2022 Counter Terrorism Preparedness Network Report, to which CSS' Jakob Bund and Stefan Soesanto contributed, supports the drive to further protect critical infrastructure from cyber-attacks by providing evidence of the need to continually improve readiness to face these threats.
