    Bulletin zur schweizerischen Sicherheitspolitik ~ Bulletin 2019 zur schweizerischen Sicherheitspolitik
    Julia Hofstetter and Boas Lieberherr argue in their contribution to the Bulletin 2019 that new technologies offer great innovation potential for peacebuilding. At the same time, the application of these technologies represents a challenge for many actors. In order to fully exploit the potential, peace actors must play a more active role in the development and integration of such technologies. According to the authors, this requires a deeper exploration of the relationship between technology and its socio-political context as well as new structures and platforms. Further, when it comes to the latter in particular, Switzerland can make an important contribution as an established peace actor and technology hub.

    Ceasefire Project Country Reports
    In this report, Boas Lieberherr looks at the 37 ceasefires in Liberia between 1990 and 2018, all related to the conflict fought over the government incompatibility. Key insights include that 1) 29 ceasefires were related to peace processes, 2) 16 ceasefires were declared unilaterally, 8 were bilateral and 13 multilateral, and 3) 28 out of the 37 ceasefires involved various external mediators.

    Verschiedene Länder sprechen sich in ihrer Aussenpolitik verstärkt für eine regelbasierte Ordnung aus. Der genaue Inhalt dieses Konzepts bleibt jedoch vage und zwischen den einzelnen Auffassungen bestehen grosse Unterschiede. Unklar ist, ob die neue Terminologie zu einem besseren gemeinsamen Verständnis für die grundlegenden Regeln, Normen und Institutionen der internationalen Ordnung beitragen kann.
