    Russland und China zelebrieren, besonders seit 2014, ihre strategische Partnerschaft. Der Schulterschluss basiert auf wirtschaftlichen und geopolitischen Interessen. Er bringt beiderseits Vorteile, doch ihm sind auch Grenzen gesetzt. China und Russland scheinen aber gewillt, mittelfristig über potenzielle Spannungsverhältnisse, beispielsweise in Zentralasien, hinwegzusehen.

The publication also features an interview on Swiss security policy with Chief of the Armed Forces Philippe Rebord. Finally, the Bulletin presents three studies on responsible conduct in cyber space, arms procurement in European states and the Shanghai Cooperation Organisation (SCO).

    Nowhere is China's Belt and Road Initiative (BRI) more evident than in Eurasia, which spans from Central Asia to Eastern Europe. China is transforming this space with physical infrastructure, but also through political and societal engagement. China’s economic clout and the BRI’s land-based component, the ‘Belt’, have already yielded considerable leverage and may allow Beijing significant leeway in shaping the region’s future. But only an assessment of China’s conduct on the ground will help reveal its true intentions and the effects of the transformation it has wrought.

    CSS Briefing Note 2017 is dedicated to the recent push for reforms in UN peacekeeping. The UN is focusing on a stronger political component of its peace missions, on conflict prevention, and aims at a comprehensive approach and partnerships with other organizations – however, Member States and bureaucracy severely limit the room for reform. Increased engagement by the West or Switzerland are most likely in the form of technological enablers, civilian or specialized contributions.

    Organisierte Kriminalität fördert Gewalt und Korruption. Sie behindert die politische und wirtschaftliche Entwicklung von Staaten, besonders in fragilen Kontexten. Die Fälle Kosovo und Mali zeigen, dass Kriminalität auch Entwicklungshilfe beeinträchtigen kann. Wenn Entwicklungsakteure kriminalisierten Kontexten ehrlich und ohne Scheu begegnen, können sie ihre Arbeit nicht nur verbrechenssicher machen, sondern Verbrechen gar mindern.

This calls for greater collaboration across formerly siloed policy fields, as illustrated in the context of climate change adaptation by Swiss Civil Protection and Switzerland’s “climate security” and “sustainable peace” priorities on the UN Security Council.
