Abstract

This issue looks at policy-making and political elites in Ukraine under wartime conditions. The contribution by Michael Martin Richter examines the role of the state executive with a focus on anti-corruption policies and negotiations about EU accession. Dariia Kolodiazhna analyses the functioning of parliament based on quantitative assessments of the legislative process. Finally, Oksana Chorna and Heiko Pleines provide an analysis of the composition of political elites since the early 1990s, concluding with an assessment of personnel politics under President Zelensky. Figures about the legislative process and elite composition are summarized in several graphs.
