Abstract

This CSS Cyberdefense Report by Alice Crelier seeks to contribute to the limited body of literature on Romania’s cybersecurity and cyberdefense policies and to facilitate a deeper understanding of their current state as well as their evolution since 2000. To this end, the study analyses Romania’s main organizational and governmental structures, authoritative policy documents as well as the main events that shaped Romania’s cybersecurity and cyberdefense policy-making. In addition, the report explores the priority concerns that have influenced Romania’s cybersecurity and cyberdefense policy-making and the partnerships that Romania has pursued domestically and internationally to address these challenges.
