Abstract
This chapter briefly reviews the Dutch government's efforts in establishing and implementing an active and coherent cyber policy. It provides an overview of the national cyber security strategies published since 2011. The chapter discusses the Dutch government's views on sovereignty, international law and international cooperation. It analyzes the role of the private sector in the Netherlands. The Dutch government has published several white papers and national strategies on cyber security. The Dutch talk about the threat environment in more detail in a separate annual publication series entitled the “Cyber Security Assessment Netherlands” by the National Cyber Security Centre. The publications however rarely mention against which specific actors the Dutch government should primarily seek to disrupt and deter. The Dutch relation with international law and their position on the applicability is firmly rooted in Dutch history.
