Optimal control policies for reserve deployment with probabilistic performance guarantees

The generation uncertainty that is introduced by renewable energy sources (RES) may increase power system operating costs due to the additional reserve requirements. This paper focuses on the optimal provision of reserve capacity as well as real-time reserve deployment. The latter can be described by control policies that are a function of the RES generation forecast error. HVDC lines can be controlled in real time and so control policies are also designed for them. It is shown that arbitrarily increasing the complexity of the policies may not lead to significant cost benefits. Rather, optimal policies can be obtained through the use of tools from multiparametric optimization. Analysis is undertaken within a probabilistic framework that uses scenario-based optimization to provide solutions with a-priori performance guarantees.
