Evaluating NIST Community Disaster Resilience Goals using the iRe-CoDeS Resilience Quantification Framework

Abstract

NIST community disaster resilience goals define the desired performance of a community and its built environment at different time intervals after a disaster, such that community’s long-term ability to serve its members is not threatened. Communities that meet these goals can be considered as disaster-resilient and should expect to successfully recover after a disaster without incurring significant losses. This paper demonstrates how the iRe-CoDeS resilience quantification framework can be used to evaluate the anticipated performance of a community following a disaster, thus identifying the gap between the anticipated and the desired performance. The anticipated post-disaster performance of the built environment is quantified by contrasting the demand and the supply capacity of a community and its built environment for various resources and services over the recovery period. Interdependencies among community components are considered by conditioning components’ operationality on the community’s ability to meet the components’ demand for resources and services they need to operate. A virtual community with 3600 inhabitants supported by three interdependent civil infrastructure systems is used to illustrate the proposed approach.
