Abstract
This report presents the findings of the 2004 CRN workshop in Stockholm, Sweden, on societal security and crisis management. The report documents the changes in national security concepts and provides new models and concepts for redistributing responsibilities and funding for dealing with the challenges of the 21st century. Topics discussed at the workshop include strategies for managing risk and uncertainty and the concept of comprehensive security. The report concludes with a summary of the working group results.
