Abstract

This edition considers Russia’s policy on domestic violence and child welfare. Firstly, Janet Elise Johnson addresses the recent changes in domestic violence legislation, examining what these changes mean for gender equality policy in today’s Russia. Secondly, Meri Kulmala analyzes the on-going reform of state systems for child welfare, arguing that it is necessary to look beyond decorative institutional renovation and consider whether the underlying ideas driving Russia’s child welfare policy are shifting.
