    Le terrorisme au Pakistan revêt deux dimensions, l’une internationale et l’autre nationale. Ces deux niveaux sont historiquement étroitement liés. Mais certains membres de l’appareil d’État pakistanais ont tardé à percevoir les interconnexions, choisissant à la place d’effectuer une distinction entre les «bons» et les «mauvais» terroristes.
