Abstract
Russlands Krieg in der Ukraine hat die Aussichten auf eine nukleare Rüstungskontrolle erheblich getrübt und gleichzeitig die Risiken des Einsatzes von Atomwaffen deutlich gemacht. Angesichts der vollständigen Überarbeitung der europäischen Sicherheitsarchitektur bleibt Rüstungskontrolle – insbesondere in Form von Massnahmen zur Risikominderung – ein wesentliches politisches Instrument, um eine nukleare Eskalation zu verhindern. Sie kann auch die widersprüchlichen Anforderungen einer Stärkung der Abschreckung und der Verfolgung von Abrüstungszielen, insbesondere in Europa, ausbalancieren. Show more
Russia’s war in Ukraine has significantly dimmed prospects for nuclear arms control while highlighting the risks of nuclear use. With the complete overhaul of Europe’s security architecture at play, arms control – particularly in the form of risk reduction measures – remains an essential political tool to prevent nuclear escalation. It can also balance the conflicting demands of strengthening deterrence and the pursuit of disarmament objectives, particularly in Europe. Show more
